PAROLE DENIED!

PEOPLE V. ELLESBURY, CLARENCE - In 1992, Inmate Clarence Vern Ellesbury was convicted of Penal Code section 187, Second-Degree Murder for killing his wife. The murder occurred when Ellesbury learned his wife had been unfaithful to him and he responded by strangling her to death with his bare hands. Ellesbury then packed her deceased body and her children into the car and drove to a remote location to dump her body. Please see the attached 1991 Press Release photo for more information on the facts of the case.

The Glenn County Sheriff's Office then Detective Buxton and then Officer Randall (who later became mayor of Orland, California later arrested Ellesbury when he attempted to return to his wife’s body with plans to conceal/dispose of it further in order to cover up his crimes.

This case was originally prosecuted by DA Bob Holzapfel. Inmate Ellesbury was sentenced to 15 years to life. The parole board has twice previously granted Inmate Ellesbury parole. However, in both instances the Governor reviewed those decisions and overrode them, keeping the inmate in prison. A primary reason for a denial is that this Inmate continued to pose an unreasonable risk to the public.

 

On June 28, 2023, a subsequent parole hearing was held for Inmate Ellesbury at San Quentin. DDA Coffey attended the hearing on behalf of the Glenn County District Attorney’s Office to argue against the Inmate’s release on parole. After nearly 2 hours of testimony and deliberations, the Parole Board voted to DENY Inmate Ellesbury’s parole for 3 years.

 

 

PEOPLE V. ARMON SKIDMORE - Defendant was previously convicted of a felony violation of Penal Code section 29800(a)(1), Felon in Possession of Firearm and misdemeanor convictions of Health and Safety Code sections 11360(a), Transportation of Marijuana and 11377(a), Possession of Methamphetamine, Vehicle Code Section 14601.3(e), Habitual Traffic Offender, and Vehicle Code section 4463, False Registration. Defendant was also found in violation of probation in 3 separate cases for the 11th and 7th times. Defendant was sentenced to 3 years 4 months state prison. This case was prosecuted by DA Stewart with assistance from Glenn County Probation Officer Gray.

PEOPLE V. BRIAN LEE BARNARD - Defendant was previously convicted of a felony violation of 273.5(a)PC, Corporal Injury on a Cohabitant and was found in violation of probation for the 7th time. Defendant was sentenced to 3 years state prison. This case was prosecuted by DA Stewart with assistance from Glenn County Probation Officer Pfyl.

PEOPLE V. MATTHEW THOMAS BAKER - Defendant was convicted of a felony violation of Penal Code section 666.5, Vehicle Theft with a Prior. Defendant was sentenced to 3 years state prison. This case was prosecuted by DA Stewart with assistance from CHP - Willows Officer DeFrancesco.

PEOPLE V. JASON CARTWRIGHT - Defendant was convicted of a felony violation of Penal Code section 487(a), Grand Theft with a Prior Strike. Defendant was sentenced to 32 moths prison. This case was prosecuted by DA Stewart with assistance from Glenn County Sheriff's Office Deputy Rasmussen.

PEOPLE V. JOSE ALFREDO SANTANA-CUEVAS - Defendant was convicted of a misdemeanor violation of Vehicle Code section 23152(b), Driving While Under the Influence of Alcohol Over .08%. Defendant was sentenced to 364 days jail concurrent to his prison sentence. This case was prosecuted by ADA Neumann with assistance from Orland Police Department Officer Mills.

PEOPLE V. FREDI MOLINA PINEDA - Defendant was previously convicted of a misdemeanor violations Penal Code section 166(a)(4), Violation of a Court Order, 594(a), Vandalism, and 242, Battery. Defendant was sentenced to 180 days jail and probation was terminated. This case was prosecuted by ADA Neumann with assistance from Glenn County Probation Department Officer Pfyl.

GABRIEL LOPEZ BAEZA- Defendant was previously convicted of felony violations of Penal Code section 530.5, Identity Theft and 4573.8, Bringing drugs to jail and was found in violation of Post Release Community Supervision for the 6th time. Defendant was sentenced to 180 days jail and PRCS was reinstated. This case was prosecuted by ADA Neumann with assistance from Glenn County Probation Department Officer Ortiz.

PEOPLE V. SUSAN GAY BILLINGSLEY - Defendant was convicted of a felony violation of Vehicle Code section 23152(b)/23550, Driving Under the Influence of Alcohol over .08% with 3 prior DUI convictions. Defendant was sentenced to 180 days jail with to opportunity for drug rehab and 2 years probation. This case was prosecuted by DDA Coffey with assistance from Glenn County Sheriff's Office Deputies Vargas and Lemmon.

PEOPLE V. JOSEPH RYAN CORONA - Defendant was convicted of a felony violation of Penal Code section 459, Second Degree Burglary of Marval and misdemeanor violation of Vehicle Code section 23152(f), Driving Under the Influence of Methamphetamine. Defendant was sentenced to 120 days jail, drug court, $765 restitution, and 3 years probation. This case was prosecuted by ADA Neumann with assistance from Glenn County Sheriff's Office Deputy Vargas and Chavez and CHP Willows Barone & Henriques.

PEOPLE V. JIANKUN YANG - Defendant was convicted of a felony violation of Health and Safety Code section 11366, Maintain a Home to Cultivate Marijuana. Defendant was sentenced to 120 days jail and 2 years probation. This case was prosecuted by DA Stewart with assistance from Glenn County Sheriff's Office Detective Lopeteguy and retired Sergeant Felton.

PEOPLE V. MEGAN TRIANO - Defendant was convicted by a court trial of misdemeanor violations of Vehicle Code sections 23152(a) and (b), Driving While Under the Influence of Alcohol with a BAC of .13/.12%. Defendant was sentenced to 15 days jail and 60 days suspended on successful completion of 3 years probation. This case was prosecuted by ADA Neumann with assistance from Willows CHP Officer Henriques.

PEOPLE V. ALLEN ALEXI FLORES -Defendant was convicted of a misdemeanor violation of Vehicle Code section 14601.2(a), Driving Without a License due to a DUI and was found in violation of probation. Defendant was sentenced to 60 days jail plus an additional 30 days suspended and probation was reinstated. This case was prosecuted by DDA Coffey with assistance from CHP Willows Officer Barone and Glenn County Probation Officer Pfyl.

PEOPLE V. DANIEL RYANN RAMEY - Defendant was previously convicted of felony violations of Health and Safety code section 11366.5(a), Manufacturing Concentrated Cannibas and Penal Code section 1320.5, Failure to Appear while out on Bail and was found in violation of probation for the 4th and 5th time. Defendant was sentenced to 120 days jail stayed, drug court and probation was reinstated. This case was prosecuted by ADA Neumann with assistance from Glenn County Probation Officer Gray.

PEOPLE V. BRIAN KENNETH MICHAUD - Defendant was previously convicted of a felony violation of Penal Code section 288a(c)(1), Oral Copulation of a Child Under 14 years old and more than 10 Years Younger and was found in violation of parole. Defendant was sentenced to be remanded to state prison for the Board of Parole Hearings to make a determination for violation of parole. This case was prosecuted by ADA Neumann with assistance from Parole Agents Hefner and White.
