Request for Proposals (RFP) - Glenn County Fleet Services Auctioneers Services
The County of Glenn is requesting proposals from interested parties who wish to be considered for selection. The purpose of this Request for Proposal (RFP) is to solicit and award a multi-year contract to a service provider for Online Auctioneer Services. The County of Glenn (County) is requesting proposals from highly qualified vendors with demonstrated expertise in conducting an online auction of County owned surplus equipment. This equipment includes road construction equipment, pick-up trucks, tractors, lawn maintenance and miscellaneous general construction equipment. This equipment is currently staged at the County’s Fleet Service Center located at 453 East Co. Rd. 49 ½. It is the intent of the County to hold said online auction at this location.
The services are expected to be performed by the selected service provider for a 3-year period.

Description
The Glenn County Planning & Community Development Services Agency is requesting proposals from qualified consultants to update the (Multi-Jurisdiction) Hazard Mitigation Plan. The plan will update the assessment of the risk from all hazards, natural and manmade, within the County, evaluate the vulnerability of structures and infrastructures to these hazards, and assist possible participating jurisdictions to identify and plan mitigation initiatives. The update to the plan is to be prepared in compliance with 44 CFR 201 and provide for the County’s eligibility for FEMA Pre-Disaster Mitigation and Hazard Mitigation Grant Programs.

Providing material, construction and installation for the accessibility improvements and park beautification of Willows Memorial Park. Improvement work includes but not limit to clearing, grubbing and removal, construction of walkway and hardscape; installation of park amenities; installation of park electrical and lighting system; construction of playground area; installation of playground equipment; installation of planting and irrigation system and other improvements as indicated on the plans and specified in the specifications.

Each bid must also be accompanied by security in the form of a bid bond issued by a corporate surety, a certified check, or cashier's check payable to the County of Glenn, or cash for an amount not less than ten percent (10%) of the aggregate sum of the bid. The successful bidder shall be required to execute a Material and Labor Payment Bond and Performance Bond, issued by a corporate surety, in conformance with the requirements set forth in the contract documents, each for not less than one hundred percent (100%) of the contract price. Pursuant to California Contract Code Section 22300, the contractor may, at its own expense, substitute securities for any money being withheld by the County to ensure performance under this contract.
- Bids shall set forth unit prices as well as a total price for each item bid upon, the total taxes that will be due and a total figure for the price plus tax. Any difference between the taxes shown on the bid as the total figure and those actually due shall be the responsibility of the bidder.
- Bids shall be opened by the officer or employee conducting the bidding process, or his/her designee, in public in the office of the Clerk of the Board of Supervisors at the time stated in the public notice. The officer or employee conducting the bidding process shall tabulate the bids received and shall keep the tabulation open for inspection during regular business hours for a period not less than fifteen (15) calendar days after the bid opening.
- Bids and modifications or corrections thereof received after the closing time specified will not be considered.

Jane Hahn Building ADA Improvements
BID SUBMISSION. Glenn County will receive sealed Bids no later than 10:00 a.m. on Thursday July 6th, 2023 at 453 E. County Road 49 ½ Willows, CA 95988. All copies of the Bid, the bid security, if any, and any other documents required to be submitted with the Bid shall be enclosed in a sealed opaque envelope. The envelope shall be addressed to the party receiving the Bids and shall be identified with the Project name, the Bidder's name, the Bidder's Department of Industrial Relations number, address and, if applicable, the designated portion of the Work for which the Bid is submitted. If the Bid is sent by mail, the sealed envelope shall be enclosed in a separate mailing envelope with the notation "SEALED BID ENCLOSED" on the face thereof.
Bids shall be properly and completely executed on bid forms included in the Specifications.
DESCRIPTION OF WORK. The project location is 306 N. Villa Ave. Willows, CA 95988. Glenn County intends to award a construction contract which includes the furnishing of all labor, materials, equipment, transportation and services necessary for the completion of the project. A summary of the work is included below:
Jane Hahn Building ADA Improvements: Work of the Contract can be summarized as follows: ADA Improvements: Interior demolition of limited existing conditions, improvement of existing public counter, ADA signage at entry and remodel of office space. The existing mechanical and electrical are to be modified as needed to accommodate new layout. Specific details included in the bid package shall further define the description of work.
PUBLIC OPENING. Bids shall be opened and publicly read at the public meeting scheduled to take place on Thursday July 6th, 2023 at 10:01 a.m. at 453 E. County Road 49 ½ Willows, CA 95988. All interested citizens are invited to attend and should any citizens require special provisions, such as handicapped modifications or non-English translation personnel, the County of Glenn will provide such provisions as long as the request is made by July 5th, 2023.
AWARD. Award will be made to the lowest, responsive, responsible bidder. The low, responsive, responsible bidder must not be debarred, suspended, or otherwise be excluded from or ineligible for participation in federally assisted programs under Executive Order 12549. The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein.
The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof.
CONTRACT TIME. The successful bidder shall commence work on the date written in the Notice to Proceed. The successful bidder shall complete said work within sixty (60) calendar days after receipt of the Notice to Proceed.

NON-MANDATORY PRE-BID SITE VISIT. A non-mandatory project walk‑through will be conducted on June 22nd, 2023 at 10:00 a.m. at the Jane Hahn Building 306 N. Villa Ave., Willows, CA 95988.
BONDS. Each bid shall be accompanied by a certified check or acceptable bidder's bond made payable to the Owner, in a sum of not less than ten percent (10%) of the total amount of the highest aggregate bid, which check or bond will be held by the Owner as evidence that the bidder will, if awarded the contract, enter into the same with the Owner upon notification from him to do so within ten (10) days of said notification. Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the Contractor at the time of contract execution. The bonds will be in the amount of 100% of the Contract Price and must be in full force and effect throughout the term of the Construction Contract plus a period of twelve (12) months from the date of substantial completion.
PREVAILING WAGE / LABOR COMPLIANCE. This project will be under prevailing wage requirements. Refer to Senate Bill (SB) 854 for recent changes to the laws governing how the Department of Industrial Relations (DIR) monitors compliance with prevailing wage requirements on public works projects. All contractors and subcontractors are required to following these new laws and include all cost as part of the base bid. No contractor or subcontractor may be listed on a bid proposal for public work on a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)].
No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5.

Per Senate Bill 854, the County of Glenn will notify the Department of Industrial Relations that we have awarded a construction contract using the online form PWC-100.
This contract requires compliance with the Davis-Bacon and Related Acts and adherence to the current U.S. Department of Labor Wage Decision. The Contractor must comply with the minimum rates for wages for laborers and mechanics as determined by the Secretary of Labor in accordance with the provisions of the Davis-Bacon and Related Acts. Attention is called to the fact that not less than the minimum salaries and wages set forth in the Contract Documents must be paid on this project. This is a Public Works Project subject to the higher rate of Davis Bacon wages and the prevailing wages as established by the California Department of Industrial Relations. The work shown on plans and specifications includes, but is not limited to, improving accessibility of this prominent city park by replacing or providing new site furnishings, pavements, a gazebo, playground area, irrigation adjustments, repairs, and associated demolition. Jane Hahn Building ADA Improvements:Work of the Contract can be summarized as follows: ADA Improvements: Interior demolition of limited existing conditions, improvement of existing public counter, ADA signage at entry, remodel of existing restrooms and office space. The existing mechanical, plumbing and electrical are to be modified as needed to accommodate new layout. Specific details included in the bid package shall further define the description of work.
PUBLIC OPENING. Bids received prior to this time shall be opened and publicly read at the public meeting scheduled to take place on April 14th, 2023 at 10:00 a.m. at 453 E. County Road 49 ½ Willows, CA 95988. All interested citizens are invited to attend and should any citizens require special provisions, such as handicapped modifications or non-English translation personnel, the County of Glenn will provide such provisions as long as the request is made by April 10th, 2023.
AWARD. Award will be made to the lowest, responsive, responsible bidder. The low, responsive, responsible bidder must not be debarred, suspended, or otherwise be excluded from or ineligible for participation in federally assisted programs under Executive Order 12549.. The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein.

BONDS. Each bid shall be accompanied by a certified check or acceptable bidder's bond made payable to the Owner, in a sum of not less than ten percent (10%) of the total amount of the highest aggregate bid, which check or bond will be held by the Owner as evidence that the bidder will, if awarded the contract, enter into the same with the Owner upon notification from him to do so within ten (10) days of said notification.
