Joining the Document Holder’s List, and checking to see if there are addenda issued prior to bidding are the sole responsibility of the bidder. If any addendum is issued, the County will attempt to notify each document holder on the Document Holder’s List using the e-mail address and/or the FAX numbers entered on the Document Holder’s List. The County shall not in any way be responsible or liable for failure of a document holder to receive notification. It is the bidder’s responsibility, prior to submitting the bid, to check the website or otherwise inquire to determine whether the County has issued any addenda.
REQUEST FOR PROPOSAL - Hydrogeologic Consultant
Glenn County seeks proposals from persons and/or firms that have a California Licensed Professional Geologist or Engineer with a Certified Hydrogeologist Specialty Certification. The consultant would conduct hydrogeologic studies for certain environmental conditions to assess the impact of constructing a Non-Exempt Well(s) and/or proposed groundwater transfers utilizing new or existing wells. A Non-Exempt Well is defined as follows:
A water well that pumps more than 2 acre-feet per year and is not a well that exclusively provides groundwater to a public water supply system as defined in section 116275 of the Health and Safety Code.

Emailed electronic copies are acceptable provided that the bound copies are submitted prior to the submittal deadline. All questions related to the submission of the proposal shall be directed to Environmental@countyofglenn.net by January 20, 2023. Questions will be answered via addenda to the RFP two weeks prior to the submittal deadline; however, Glenn County reserves the right to decline to answer any and all questions.

REQUEST FOR PROPOSALS AND REQUEST FOR QUALIFICATIONS FOR THE USE OF
PERMANENT LOCAL HOUSING ALLOCATION (PLHA) FORMULA FUNDING FOR AFFORDABLE MULTI-FAMILY RENTAL HOUSING AND PERMANENT SUPPORTIVE HOUSING
The County of Glenn has issued a Request for Proposals (RFP) /Request for Qualifications (RFQ) for the use of Permanent Local Housing Allocation (PLHA) funds. Through this RFP/RFQ, the County of Glenn is seeking qualified affordable housing developers to propose the use of Permanent Local Housing Allocation (PLHA) funds for the development of affordable multi-family housing and/or permanent supportive housing (PSH). In alignment with the purposes of PLHA, proposed projects should predominately serve residents at 60% of Area Median Income (AMI) or less. Permanent supportive housing projects will be expected to serve individuals and households that are experiencing homelessness or are at risk of homelessness, which will include individuals and households with disabling conditions, such as mental illness, substance use, and physical or developmental disabilities. Permanent supportive housing projects will adhere to Housing First principles and will be planned and implemented in collaboration with the Dos Rios Continuum of Care (the CoC), which will include coordination with the CoC’s Coordinated Entry System (CES) and Homeless Management Information System (HMIS).
Only proposals that have some form of site control will be scored. These proposals will be prioritized for consideration and will be required to submit the information listed on page 4 under RFP Submission Requirements of the RFP/RFQ. Developers without site control at this time are encouraged to submit their qualifications by providing the information listed on page 6 under RFQ Submission Requirements. The County will maintain a list of interested and qualified developers for consideration if qualifying projects with site control are not received, or for consideration for future PLHA funding.
