Board of Supervisors Approve Resolution Ratifying the Proclamation of a Local Emergency

March 21, 2023
GLENN COUNTY – On Tuesday, March 21, 2023, the County of Glenn Board of Supervisors unanimously approved a resolution ratifying the proclamation of a local emergency due to the recent March storms. A local emergency was proclaimed for the severe storms that impacted Glenn County beginning on March 10, 2023. These storms required response operations due to excessive flood waters which resulted in a breach on Hambright Creek in western Orland. Emergency protective measures to protect life and property were required.

Glenn County, CA - Advisory evacuations are in effect for the Chrome Fire in western Glenn County. Advisory evacuation warning area includes Stony Gorge east to the community of Elk Creek. This includes area of County Road 309 south to County Road 308 and east of Stony Gorge to 2 miles west of Stony Creek.

The County of Glenn and the Glenn County Office of Education are aware of the differing views regarding the implementation of COVID-19 guidelines on students who participate in extra-curricular and co-curricular activities, including athletics. Left unchecked, these passionate differences have the potential to detract from the well-intended purposes of the various activities.
Driver Safety in School Zones
The Glenn County Sheriff’s Office would like to remind the public that students are returning to school. Please drive with caution and obey all of the traffic laws around our schools due to an increase in foot traffic and vehicles in the area. Additional patrols will commence around schools to increase driver safety.

PEOPLE V. MATTIS, JEFFREY- On July 8, 2014 Defendant was convicted by jury trial of felony violations of 20 counts of Penal Code section 29800(a)(1), Possession of a Firearm by a Felon, Penal Code section 30305(a)(1), Possession of Ammunition by a Felon, Penal Code section 496d(a), Possession of a Stolen Automobile, two Strike Priors, a Prior Prison commitments under Penal Code section 667.5(b), a misdemeanor violation of Health and Safety Code 11377(a), Possession of Methamphetamine, and misdemeanor violation of Penal Code section 21510(b), Carry Switch-Blade Knife. On September 24, 2014 Defendant was sentenced to 16 years 4 months in state prison. On July 5, 2017 the Board of Parole Hearings (BPH) notified the Glenn County District Attorney’s Office that a Proposition 57 Nonviolent Parole Release review was set within 30 days. Deputy District Attorney Neumann reviewed the facts of the instant case and criminal history of the Defendant and prepared an opposition to an early release. BPH has DENIED early release of Defendant and found he poses an unreasonable risk of violence to the community.
