Willows High Threat Response
Willows, CA - The Glenn County Sheriff’s Office, in partnership with Glenn County Mental Health and Willows Unified School District, initiated a swift and thorough response to a reported threat to the students and staff at Willows High School via social media.
PEOPLE V. PETE, STEPHEN- Defendant was convicted of a felony violation of Penal Code section 273a(a), Child Endangerment, and a misdemeanor violation of Vehicle Code section 23152(b), DUI with a BAC above a 0.08%. Defendant was sentenced to 6 years in state prison. The case was prosecuted by DDA Harbarger with assistance from California Highway Patrol Officer Regnani and Orland Police Department Sgt. Vlach.
MORENO, ROBERTO- Defendant was convicted of a felony violation of Penal Code section 187(a)/193(a)(3), Voluntary Manslaughter. Defendant was sentenced to 11 years in state prison and ordered to pay $4,662.63 in restitution for funeral expenses. The case was prosecuted by DA Stewart with assistance from California Highway Patrol Sergeant Poyner and Lieutenant Eccles.
SHIRLEY, JOSLYN- Defendant was previously convicted of two felony violations of Penal Code section 470(d), Forgery of Credit Card. Defendant was found in violation of probation for the 2nd time. Defendant was sentenced to 2 years in prison. The case was prosecuted by DDA Neumann with assistance from Orland Police Department Officer Carmon.
PEOPLE V. MATTIS, JEFFREY- On July 8, 2014 Defendant was convicted by jury trial of felony violations of 20 counts of Penal Code section 29800(a)(1), Possession of a Firearm by a Felon, Penal Code section 30305(a)(1), Possession of Ammunition by a Felon, Penal Code section 496d(a), Possession of a Stolen Automobile, two Strike Priors, a Prior Prison commitments under Penal Code section 667.5(b), a misdemeanor violation of Health and Safety Code 11377(a), Possession of Methamphetamine, and misdemeanor violation of Penal Code section 21510(b), Carry Switch-Blade Knife. On September 24, 2014 Defendant was sentenced to 16 years 4 months in state prison. On July 5, 2017 the Board of Parole Hearings (BPH) notified the Glenn County District Attorney’s Office that a Proposition 57 Nonviolent Parole Release review was set within 30 days. Deputy District Attorney Neumann reviewed the facts of the instant case and criminal history of the Defendant and prepared an opposition to an early release. BPH has DENIED early release of Defendant and found he poses an unreasonable risk of violence to the community.

Defendant was found in violation of probation for the 3rd time. Defendant was sentenced to 3 years in state prison. The case was prosecuted by DA Stewart with assistance from Glenn County Probation Department Officer Garcia, Willows Police Department Sgt. Stover, and Glenn County Sheriff's Office Deputy Owens.
Glenn County Sheriff Richard Warren is pleased to announce that CodeRED is now in place for emergency alerts and notifications. “CodeRED is a high-speed notification system that provides us with the ability to quickly deliver critical messages to our residents during emergencies,” said Sheriff Warren. “This system will be used to notify residents during events such as an evacuation; when speed and accuracy are important.”
