Pursuant to Government Code 65858(d) a report shall be issued prior to the extension or expiration of the interim (urgency) ordinance describing the measures taken to alleviate the condition which led to the adoption of the ordinance. The below report is a summary of actions taken by County staff since the adoption of the Marijuana Urgency Ordinance #1261.
The Glenn County Board of Supervisors on Tuesday, June 27, 2017 heard a presentation on marijuana laws and regulations from Regional County Representative of California (RCRC), followed by a public hearing and the adoption of Marijuana Urgency Ordinance #1261. Following the Board meeting the Marijuana AdHOC committee met to review commercial versus personal use regulations. Later that month on Thursday, June 29, 2017 the Chairman of the Board of Supervisors attended the California State Association of Counties (CSAC) regional meeting held in Humboldt County to gather information on the industry. More than 60 officials from 17 counties participated in this cannabis focused forum. Additionally, AdHOC members met with the staff from Planning Department staff regarding land use issues, possible means of regulating marijuana for personal use, and possible means of regulating or prohibiting commercial marijuana, and the Department of Finance to review requirements of local government taxes and fees. Since the extension of Urgency Ordinance #1261 and dissolution of the AdHOC committee, Board members, staff and County Counsel have continued extensive review of ordinances and regulations adopted by other counties and cities, and the state issued cannabis regulations. In addition, staff and County Counsel have consulted with officials from the state and other local agencies. Finally, the County has hired a new Planning and Community Development Director who is working closely with staff and County Counsel to develop a permanent ordinance to replace Urgency Ordinance #1261.
